the guy is Col Needham founder and MD of IMDb , thats the formula they use to calculate their ratings and The Godfather has been the top rated movie for a longtime now.

Godfather is the number 1 movie on IMDB all time list,
the chap started IMDB(dunno the name)
and the formula is used to depict the top 250 movies, based on a weighted scale!
